Most aircraft have a device called a transponder which replies to air-traffic-control’s radar with a 4-digit code that identifies the aircraft.
The code “1200” indicates flight using visual flight rules or VFR, which is only possible when the weather is relatively benign. On stormy/rainy days where flying would require entry into clouds, this is not possible.
